He and his superiors, specifically Princes Salman and Naif, are more interested in increasing the effectiveness of the Commission to become less visible, but more repressive. They are aiming to modernize the methods and tools of the Commission to become professional and efficient hit-men.

Modernizing the Commission for Prevention of Virtue and Promotion of Vice is not a good idea for the population. It will only mislead the public and the international community into believing things are improving when in reality they are not. This situation is like the half-baked window-dressing municipal elections and the promise that women will be permitted to vote and be elected to public offices, while they are prevented from driving their children to schools or emergency rooms.
