Co-op housing, maybe thats something the Saudis should look into, not neccessarily like a typical North American Co-op(apartment or townhouse style).A group of people pools their money to buy and build the land and everybody holds the ownership of their share in that.
An Idea that maybe young minds with a development interest can look into.
